This person is a volunteer, so please only contact him for problems not handled by the submissions server or this document. Do not contact the conference chair or program committee chair, as they do not have any control over the electronic submission process (other than to set guidelines).
Please do not ask the contact person to help you with system-specific problems, such as those with LaTeX, PostScript(tm), or your mailer. Such questions are best addressed to your system administrator or support staff.
We recommend that you test/use the system at least one week in advance of the submissions deadline so that we can notify you of any problems/changes. There is no penalty for registering a submission that you do not send, nor for submitting and then withdrawing.
The abstract should not exceed 10 single-spaced pages (excluding bibliography) on letter-size (8 1/2 x 11 inch) paper and should be in single-column format, using at least 1 inch margins and at least 11-point font. If the authors believe that more details are essential to substantiate the main claims of the paper, they may include a clearly marked appendix that will be read at the discretion of the program committee. Submissions deviating significantly from these guidelines risk rejection without consideration of their merits.

The submission process is fairly simple. Once you produced a Postscript(tm)
version of your paper (according to the guidelines above), two email messages
have to be sent to stoc05@sigact.acm.org: one for obtaining a
registration key, and one for submitting the paper. If your submission needs
to be revised, simply resend the second email message with the updated
Postscript(tm) file (you do not need to register again). If you need to
withdraw your submission, there is a special WITHDRAW email for
that (see below for more information). There is no limit on the number of
revisions, as long as they are done before the submission deadline. Further
information can be found in the section on basic
policies.
Only do this once for every paper! In order to register you paper,
send an email message to stoc05@sigact.acm.org. The subject
line of the email message has to contain the REGISTER command
and the body of the message should read

Note that the "notes" field is currently only used to indicate eligibility for the best student paper award. Other notes will most likely be ignored. Please add an abstract to your registration to simplify the job of the program committee to assign submissions to committee members. The abstract will not be used later in the review process. So don't worry if the abstract of your final submission deviates from the abstract you submitted when you registered. In an emergency, you can still withdraw your paper and reregister it.

Next we explain how to submit or revise a paper. For this, the
SUBMIT command has to be used in the subject line together with
the registration key obtained above. The Postscript(tm) file of your paper
can either be attached to the message (yes, attachments are possible now) or
included in the body of the message. Also PDF files are accepted now, though they are not checked for correctness.
The server will acknowledge the submission. The acknowledgement will include
an MD5-generated receipt for the submission, as well as basic information on
the file so that you can verify that it arrived "safely". The basic
information includes sizes (in bytes), checksum, first and last ten lines of
the file.

You can withdraw your paper by using the WITHDRAW command
together with your submission key in the subject line of your email message.
The server will confirm this withdrawal with the contact person for the
paper.

Finally, you can also check the status of your submission. For this, simply send an email message to stoc05@sigact.acm.org with the STATUS command in the subject line followed by your submission key.

We will only accept papers in PostScript(tm) format sent via electronic mail. We will not accept submissions via ftp or http. All electronic submissions must be in printable PostScript(tm) form or PDF form and arrive by November 4, 2004, 5:59 pm EST. This is the same as the hardcopy deadline.
Unprintable PostScript(tm) files and late submissions will be rejected. PostScript submissions formatted for paper size other than 8.5 x 11 inch paper (US Letter), or with pages in nonascending order, also risk rejection without consideration of their merits. The committee accepts no responsibility for errors due to problems with the system, although we will do our best to make sure that no such problems occur. We request that you submit your paper as early as possible.
You may revise or withdraw your paper after submitting it. However, revisions must be received by the deadline. Withdrawals before the deadline can be done using the electronic submissions system. Withdrawals after the deadline will need to be arranged through the program committee.
Because of copyright restrictions, we request that authors only use standard LaserWriter fonts (e.g., Times, Helvetica, Symbol) or public domain fonts (e.g., the Computer Modern Fonts) in their preliminary submissions. For final submissions, it should be possible to use copyrighted fonts.

As with the hardcopy submission process, copies of electronically-submitted papers will only be read by members of the program committee and selected reviewers.
We do not plan to include a mechanism for encryption/decryption of submissions to STOC 2005. The primary reason for this decision is that the SIGACT community is honorable. Additionally, it is unlikely that we can provide sufficiently general cross-platform software that will not hinder the refereeing process.
