I am making an arguement to expand the topic actors.
I just feel that at somepoint it should be limited or
bad debates will result.  I agree with Lisa that if their
is no solvency for an actor people will not chooose
it, however i think that actors such as 'we' or
too specific NGO's that DO NOT HAVE ANY ENFORCEMENT
would be a bad actor to name in the topic.  I do 
not see how using these actors will encourage novices
to continue debate.  I know if the topic actor had
no enforcement or solvency i wouldn't want to stick
around in the activity (if it were my first encounter with
the activity).

Anyway, I still see great room for a new and 
interesting topic actor in next years resolution 
that would be a nice change from the traditional USFG.
