I think the question of enforcement is one that the affirmative is NOT
ALLOWED to specify on this topic given the wording and the unique role of
enforcement within the EPA. Seems to me that the topic requires the
affirmative to set the legislative requirements of their specific
regulation, and from there the EPA promulgates the enforcment/standards that
implement the legislation. And as for affs shifting and sliding around by
changing the way they describe their plan going down, I think that is just
as much negative ground - thre is a clear division in the literature between
the legislative/procedural regulation setting (the plan) and the
promulgation/substantive regulation setting and enforcement (the effects of
the plan) and that lit can be milked by the neg for all sorts of scrumptious
turns and disad links.
