I have done my best with the information which was submitted to me. 
Thanks to all the judges and debaters who helped assemble this information. 
Special thanks to Greg Simerly and Doug Duke for helping me track down 
missing information, and especially to Glen Strickland who said "let it be 
done." Some of the handwriting was difficult to decipher, but all of the
errors  here are certainly mine.

AFF: The USFG will enforce the 1979 Environmental Modification Convention 
as domestic law. The US will increase regulations  on ionospheric heaters by 
outlawing testing above frequencies reached in 1994 by the High Frequency 
Active Aurora Research Program. An indefinite moratorium on the use of 
ionospheric heaters will be declared until proper independent scientific
review  
has occurred. The moratorium will not be lifted until the proper independent 
scientific review  board declares ionospheric heaters  are no threat to the 
Earth's natural environment. All corporations operating ionospheric  heaters 
will be required to prepare secondary environmental impact statements with 
consideration given to the following: effects on the Earth's upper and lower 
atmosphere, effects on all humans and  animals, the potential for mental 
alterations, disruptions in global communications, weather changes, and 
magnetospheric disturbances. Paul Schaefer & Elizabeth Rauschel will be on 
the panel.

decrease the production and or emission of environmental pollutants. The 
new regulations will require the EPA to seek participation by representatives

of affected groups.

affected tribe and industries will be required to decrease substantially the 
production and/or emissions of environmental pollutants on said site by 
ceasing their development. Section 3 subpoint b little 1 will be deleted from

the amendment. The location of the sites will be kept confidential in order

accommodate the secrecy obligations of many of the religions.
