Plan: return to 2001 the phaseout of methyl bromide under Clean Air Act
Adv1: Human health--toxicity & skin cancer

Plan: same as KR
Obs1: Inherency--Clinton changed phaseout from 2001 to 2010 and allowed loopholes that
make phasout meaningless. U.S. consumes 40% of world's methyl bromide, a category 1 toxin. MB depletes ozone. We are on the brink of ozone depletion now.
Obs2: Solvency--save the ozone layer. Recovery speeded by pesticide control. Methyl iodide is a safe and acceptable substitute. Phase out would be most effective way to
save the ozone layer and cannot stop depletion with MB ban.
Adv1: Human health--MB is deadly, attacks the body.
Adv2: Ozone layer--MB is the greatest ozone threat in the next 5 years. 1% ozone reduction
= 3% UV increase. 10% UV increase = 8.5% increase in mortality from skin cancer.
Ozone destruction kills phytoplankton which would destroy all life on earth.

Plan: Energy tax to stabilize CO2 emissions to 1990 levels by year 2000. Further reductions, if necessary, will be in accordance with eports from the CO, EPA, and
IRS. Tax will be phased in and revenues recycled. Tax will replace corporate taxes
and will mirrow Dover proposal.
Case: Other countries will follow the U.S. lead in decreasing CO2 emissions. CO2 destroys
agriculture. Warming causes disease, water shortages, and hurricanes.
ARIZONA STATE GL (Gibbs & Luck)--Senior
Plan: Congress will pass FFCA waiver of sovereign immunity. Private right of action.
Supreme court will ratify the exception to sovereign immunity. Any conflicting
executive orders will be amended. Logistical support guaranteed.
Case: Government pollutes without penalty because of sovereign immunity which = risk of
immediate catastrophe. Private suits will deter government pollution.

Plan: Encourage corporations to adopt "private codes" of reductions. EPA standards
shifted from status of "command" to "guideline"--EPA standards incorporated into
corporate codes (but there is no corporation fiat in plan).
Case: We're in a post-deregulation world. EPA command and control regulation fails.
Regulations are about to tighten and corporations will export or break laws rather
than comply with them.

Plan: Congress reintroduces and passes the Richardson Municipal Waste Bill with
appropriate modifications. Enact new regulations requiring the reduction of
the production and emission of environmental pollutants.

Case: Promote recycling by reducing incinerators.
Obs1: Inherency. We now encourage incineration instead of recycling.
Obs2: Policy makers should reject incineration. Effects are dioxins, lead, cadminium and
ash. Incinerators are the primary source of dioxin, which is a very bad chemical.
Municipal waste destroys recycling programs, which are superior to incineration.
Obs3: Solvency. Richardson bill would help.

Plan: Stop environmental racism.
Case: Minorities suffer more illness and death because they live with more toxic waste.
Soving for environmental racial discrimination is the most important environmental issue.

Plan: Mandate move to ethanol for automobile industry. Agricultural subsidies shifted to
biomass.
Obs1: Current energy use exceeds capacity which harms the environment, increases
dependence on foreign oil. Congress lacks the will to solve.
Obs 2: Solvency. Biomass can substitute for environmentally better fuel. Plan controls
costs through supply and demand market basics.
Adv1: R&D. Government shift in focus will lead to industry shift and take focus off of
defense technology which feeds proliferation and risks war.
Adv2: Oil dependency crisis averted. U.S. economic crisis leads to intervention and war in

Plan: USFG will enforce the 1979 Environment Modification Convention as domestic law.
U.S. will increase regulations on ionosphoic heaters by outlawing testing above the
frequencies reached in 1994 by the High Frequency Active Auroral Research
Program (HAARP). Indifinite moratorium on the use of ionosphoic heaters. All
corporations operating ionospheric heaters will be required to provide secondary
environmental impact statements with consideration to earths upper and lower
atmospheric contents potential for alterations or disruptions in global communication,
weather changes and magnetosphic disturbances.
Case: Military research is developing HAARP in Alaska. HAARP disrupts and destroys
ionosphere and causes the universe to explode by knocking the earth off its axis.
Obs 1: Inherency. Environmental standards do not consider HAARP.
Obs2: Harms. HAARP will be in operation by 1997. HAARP pollutes NO, sulpher,
deisel. HAARP violates 1977 Convention.

Plan: FAA will oversee the production of aviation engines to ensure enforcement of status
quo emissions regulations in accordance with the Clean Air Act. The FAA will
specifically establish 14 CFRs to test the engines.
Case: Jet emission tests are not currently enforced because the FAA is being compromised
by hiring out work to manufacturers. Emissions cause air pollution which is hazardous to our health. The tests are not enforces so there is a decrease in confidence of the safety of airplanes. The FAA currently does not know enough about
new technology for emissions and needs the help of CFR or safety is threatened.
Advantages are better health and increased competency in enforcing safety tests.

Case: Plan solves for cigarette deaths, decreases the number of people who smoke,
and discourages teens from starting.

Plan: Indoor filters installed in building, easy access to information and guides for
homeowners.
Case: Radon. Carbon dioxide. Lead.
SOUTHERN CALIFORNIA BR (Brevan & Revelins)--Senior
Plan: US EPA will require all industries that currently produce organic waste to keep
separate those materials and dispose of them by means of composting rather than
landfills. Current enforcement including financial penalties similar to those for
illegal waste dumping. Plan will follow recommendations of Charles Cannon and
the Composting Council regarding the operational definition of organic waste,
ie, combustible materials, and other specifics regarding the available methods of
composting. Plan intent is not to prohibit landfills, but to simply preclude organic
waste disposals in those landfills. Funding & enforcement by normal means. Intent
to solve greenhouse emissions. Intent.
Obs1: Methane = warming and warming is bad = climate swings, disrupted agriculture
causing famines, political conflicts (refugees, wars)
Obs2: Solvency. Composting organic wase instead of putting it a landfill decreases
methane emission drastically. Pilot projects prove composing can work across the
nation. Last card says we must act now to at least slow warming down.
UV: anti-warming sources are basically paid off by oil & coal industry to silence the
warming debate through disinformation

Plan: All environmental racism will be recognized to be an illegal form of the dumping citing process and will be punishable as an environmental crime. Fines. Environmental audits. Forfeiture of industrial assets. Mandatory imprisonment
from 1-10 years for all proven responsible individuals. Penalties apply equally in
all the states, for all individuals. Normal means.
Obs1: Companies target minority communities for dumping, et.
Obs2: Environmental damage = violent crime and kills 10K per year.
Obs3: Status quo doesn't take the problems seriously.
Solv: Consistent enforcement solves, jail time for individuals will deter, punishment is

The information provided is sketchy as judges get used to using disclosure forms, so rather than putting this information in the context of specific cases, I have simply listed the negative positions that were reported for each school at the tournament.
