i didn't say that it would be a BAD idea, just a litle different and
research would just be a burden. I think that the rez does need an agent
of action, however I wonder what it would be like to have a non US agent
of action?

hmmm... research... I would rather have a case/DA debate over a CP debate
anyday. and if your idea was to increase education, i think that it would
be killed if all everyone did was research a CP or two (and making them
competitive would be very difficult to do)... you try to find DA links
that apply to all countries, not an easy task.
