      Well, I didn't say that it was a good idea or even one that I 
particularly liked.  Offsets counterplans are annoying and really provide 
no ground for the aff.  They are below even delay counterplans in many 
ways.  I merely suggested the possibility.  I agree with everyone here 
that the export restriction is the best topic of the new ones.  I plan to 
push very hard for a pro-mexico vote.  If that doesn't happen, then 
exports are the only hope.

    I agree.  I like th Berkely Light resolution best of the info 
resolutions.
