Mexico in Spring is not extra-constitutional



I think you are incorrect.  There is an amendment which only brought over the
second place topic area -  however, that was not the one which I was involved
with.

1. The CEDA constitution proper indicates that there  will be two topics,
one  for the fall and one for the spring.
2. The By-Law amendment automatically puts the fall topic on the spring topic
canvass, no problem area.  
3. The "carry over" option still means there are two topics, however the second
topic has the possibility of containing the same wording as the fall topic,
i.e. carry it over  and debate it for a year.  This was done for two reasons:
		a) The Option: Allows for the re-evaluation of the topic after
                   debating it for a while.  We can dump it in the Spring  and
                   go with a new one or vote for it again.  The key here is
                   that it still gets VOTED on.
		b) The Passage: Since the amendment was only to the by-laws
                   it made it a helluva lot easier to pass.
