I think this would be comparing apples to oranges. Not everyone operates
under a stock issues paradigm where T is a voter. You assume that everyone
considers T a voter, but many do not. Time constraints, on the other hand,
are pretty cut and dry. There is very little argument over what constitutes 8
minutes (although it is possible I guess).
Tournament invites tell us what the times will be for each of the speeches.
If it also said T was a voter (ie: it is no longer an ambiguous uncertainty),
you would have a proper comparison.
