COUNTERPLANS:conditional, dispositional, or what not



***FOR THE REST OF THIS I WILL GO ON THE ASUMPTION THAT THIS THEORY IS 
CORRECT***
Assuming that this truly is the case, if a counterplan is not 
deemed conditional coming out of the 1NC shouldn't the neg be forced to 
uphold this position all the way through the 2NR.  Time and again I 
have seen negative teams drop c/p's that are not conditional to go 
for T or a Kritik in the 2NR. QUESTION 2:  If a conditional c/p is a 
c/p you can kick out of, if a negative team kicks out of an unconditional 
c/p shouldn't they be punished?
           To back track a minute QUESTION 1.5 is:  shouldn't the neg 
team present some sort of standards explaining why their c/p is 
conditional ... i.e. what is to prevent me from making every c/p I 
run conditional?
           NEXT, shouldn't their be some some sort of weighing mechanism
 to evaluate the different c/p's at the end of the round.  It seems that the neg has 
much less to lose by running a conditional c/p, so whats to keep a 
team from running cond. c/p's every round and kick out of them when 
their losing them and go for them when they are winning them.    
So shouldn't a conditional c/p weigh less against an aff. then an 
unconditional c/p? 
           I guess that is it for now.   I am sure more trivial 
questions are soon to follow.   I realize that a I am new on 
the "L" and that you may have already had this discussion.  If so I 
apologize, but if you could forward the answers to me I would 
greatly appreciate it.  If not, any thoughts that may enlighten me to 
c/p theory anxiously awaited.
