spring topics




Here are some thoughts regarding the wording of the Spring 1995 
resolutions.

The agent in the first topic is the Federal Government.  The problem I 
have with this wording is that it does not specify which Federal 
Government.  This will broaden the topic to include any country's 
policies regarding marine resources.  I would advocate adding the United 
States to the resolution.

The same problem arises with the second topic.  The phrasing Federal 
regulations allows the regulations to be implemented by any country.  
United States Government may be a better option than just Federal.

The last four resolutions share a common problem.  The word ocean is 
being used in each of the sentences as an adjective.  However, according 
to Webster's, ocean is a noun only.  The adjective form of the word is 
oceanic.  Maritime also means the same thing and can be used as an 
adjective.  

Specifically, regarding the fourth topic, the phrase significantly 
increased development can be interpreted to include past, present and 
future tenses.  A wording that would more clearly limit the topic to the 
future tense is:  a significant increase in the. . .

Regarding the last two topics, I did a quick search on lexis using the 
phrase ocean shipping policy, and only one article was found.  This seems 
to indicate to me that this is not the terminology that is used in the 
literature.  I did a second search using the phrase maritime policy and 
well over 200 articles were found.  This phrase seems to be encompass the 
subject matter that was intended by the original wording of the 
resolution; however, it has the benefit of being used in the literature.
