"Would" = policy



Recently the novice debaters at U.W.F. have been hassled about running a 
critique case. The only analysis they get against this approach is that use 
of the word "would" implies action on the part of the affirmative.

I remember in highschool that "should' always meant policy, and I am pretty 
sure most of the gripes come from novice debaters fresh out of highschool.

It seems fairly intuitive to me that the question of "would" could be 
answered with a simple yes or no, i.e. "would you be my neighbor?" does not 
warrant a plan for you to be my neighbor.

What is the best way to handle such complaints (from a novice standpoint?)
