Tim,

    In NDT, Washburn has been running a case which modified the Teague
v. Lane decision in a way that restricted the applicability of
retroactive state restrictions on habeas corpus appeal reviews. They
could make the case go hardline or softline, so I guess they may be
strapping in to the hardline version. My guess is that death penalty
appeals will be time-restricted.
