This is my response to Bill Doran's questions and comments about Topicality.

Yes I think you did misunderstand me just a bit. We pretty much agree.
My argument is jurisdicitionally the debate should take place over definitions
of ocean resources first, then which of those definitions better provides
fair ground for both teams. This means that you can't just decide that ocean
resources means oil drilling. You need a definition that says oil is an ocean
resource. If your opponents have a definition that says that oil is not an
ocean resource then the debate about ground begins. That is what I mean when
I say T is a jurisdictional ground question, not just a ground question.
Of course, all of this is debatable. This is nothing more than my idea of what
T is about.
