	Ahh, one of my sick interests includes counterplans in ceda.  I
was wondering what others thought about em on this topic, and in general. 
On this topic the main problem seems to be how to run the counterplan and 
	1. not grant the impairment
	2. when our regional teams are not running plans. 
	I think that Next topic should fully legitimize the counterplan on
the national level.  Last year, second semester CP's crept in, but I think
they will be run with a vengence next semester.  What do y'all think?
