RE: opportunity benefits



The opportunity costs model for counterplans actually denies negative the 
powers of fiat and says that counterplans are not advocacy but rather a 
type of cost to the plan.  The need for propensity is a very real concern 
for opportunity cost, but I just don't think that it is necessary given the 
nature of roles adopted by the judge, as explained in previous posts.  It 
would be odd to assume that judge takes the role of a one-shot policy 
maker.
