RE: Anti-Counterplans



The anti-counter differs from the perm in that it isn't plan + all/part of 
cp, which would test competition of cp, but rather plan + competitive 
option to cp, which tests the net benefit of the cp.

How can it be mutually INCLUSIVE of the affirmative plan without being
plan+ all/part of the CP-- a permutation.   Which, in my mind can be a
test of competitiveness that doesn't have to be 'advocated' by the
negative?
