How do I start a debate team/club?

Hi, I'm really interested in starting a debate team on campus at my
school, Caltech.  I think that the last time we had a debate team here,
was 15 years ago.

Problems are that my school is really small, only about 900 undergrads,
none of which are communications or pre-law majors, they are all
scientists and engineers.  However there are a number people here who have
had previous experience in high school.  

Anyhow, if anyone has any advice or can point me in the right direction
for help, I would be very grateful.
