Sorry, I had missed this one when it came up before.  Sounds like a good
solution, provided it can be implemented without sending duplicate
messages should someone forget and send a note to both lists.  I still
predict that the "announcement" list will wither and disappear, but at
least there won't be the annoyance of misdirected and duplicate traffic
until then.
