Well, this was originally intended to be a way of distributing messages 
easier and only a preliminary step toward cleaning up mailboxes, but after 
some consideration I think we could subscribe CEDA-L and NDT-L to POLICY-L 
safely as well as vice versa, as long as they are all subscribed to each 
other NOACK NOREPRO (at least in NDT-L terminology; I've lost my CEDA-L 
subscription message so I don't know if the option is available or what it 
is called).  That way, we could all subscribe to POLICY-L and only get two 
copies if messages are still sent to both NDT-L and CEDA-L, but that 
shouldn't happen for very long.

I think the only concerns remaining are:

1.  Will CEDA-L or NDT-L or POLICY-L respond badly to "listserv" type 
messages, wherein the "to" field doesn't correspond to themselves but 
rather the name of either of the other two listservs?

2.  Is anyone with access to a listserv willing to put up with the error 
messages from another list?

3.  We need to get some consensus on a name.
