suggestion for the topic committee

Slusher is right. I recommend that the topic committee request that the
authors of the 5 topic papers submit an addendum to the original topic paper
specifying 3-5 resolutions that they would want to see on the ballot should
their topic area win. This would allow our ground arguments to be more
focused and perhaps provide a better comparison point for the different
topics.
