just a thought ... it seems that every debater as a citizen with voting 
abilities is directly connected with the subject matter of the campaign 
finance reform topic.  IF the affirmative notions on the subject prove 
correct, each debater (and coaches and judges for that matter) are 
victimized.  the salience question of this subject area seems reasonably 
clear.

as for currency.  i imagine that it's obvious that Scott's quotations 
were hardly from 1968 :)
