Eligibility

Pat Gehrke's original post on eligibility raised 2 questions, as I recall:
1) part time students, and
2) how NDT eligibility & CEDA eligibility will interact

There has been a good discussion of the first issue; the constitution does not
require full-time status, although there are good reasons for full-time student
status to be the norm (although I hope not the rule).

However, what happened to the second question? Will debaters with no more 
CEDA eligibility left be debating? If so, under what conditions?
