I really like this topic area  But I think that the aff would be
limited if we included the last lines about the following areas. Also
it would probably make more sense to gear it towards SOUTH america.

RESOLVED:  That the U.S. gov't should significantly change it's narcotic
control assistance programs toward South AMerica.
