I can give you three:

National Parliamentary Debate Association (NPDA) at 
<parli@willamette.edu>, American Parliamentary Debate Association (APDA) 
at <APDA@PUCC.PRINCETON.EDU>, Canadian Universities Society for 
Intercollegiate Debate (CUSID) at <CUSID@YORKU.CA>.  The Canadians do a 
peculiar form of parliamentary. :-)

The NPDA list can be subscribed to by sending a standard "subscribe parli 
yourname" message to <listproc@willamette.edu>; the other two need the 
same sort of message sent to "listserv" rather than "listproc".
