JV redefinition????

An item relevant to this thread is the mail vote on redefining what
constitutes a novice and a j. v. debater.....the proposal was passed by a
small margin at CEDA nationals and has now found its way onto the ballot (due
May 31st).  Several of us have strong opinions as to the nature of the
proposal and I would like to hear opinions aired on the list service.

The proposed Amendment would redefine the current version of Section II which
defines a novice team as comprised of debaters, neither of whom has
participated in more than two semesters of NDT, CEDA and/or high school
debate.

The revision would be:

A novice team is a team comprised of debaters, neither of whom has
participated in more than two semesters of NDT, CEDA and/or high school
debate and/or participated in three final rounds of CEDA tournaments.

Additionally, the following would be added to section II:

A junior team is comprised of debaters neither of whom has participated in
more than four semesters of NDT or CEDA debate and/or who has not
participated in three final rounds of a junior or open division of a CEDA
tournament.

I gathered at nationals that the intent of the amendment was to allow
debaters to continue to participate in JV after being in 3 final rounds but
no longer be eligible for CEDA points (my reading of this amendment does not
convince me that this intent is clearly spelled out).  Nor has any discussion
been given to the effect that this amendment would have on JCCC's JV National
Tournament or Towson State's National Novice.  

Anybody interested in sharing some comments on this before we vote?
