Chlorine -
The U.S. Federal Government in order to (insert rez) will revise the toxic
substances control act(tsca) to allow for an arbitrary and capricious standard of review when there is a reasonable basis to conclude a chemical is a persistanttoxic substance as explained by Fuierer evidence. The EPA, under TSCA, will
develop a strategy and timetable for the phaseout of chlorine use in industrial
chemistry. The EPA will take into account the following when phasing out;
1.)Amount and toxicity of emissions
2.)Avaliability of viable alternatives
3.)The public health benifit of a use
These factors shall determine time frame on each use. Maximum time frame for
phaseout, 30 years.
Chlorine uses will not be allowed without proof of safety.
Taxes on remaining allowed chlorine production of $100 per ton will fund the
plan. Plan enforcement and implementation through normal means.
Two clarifications;
1.)Alternatives aren't viable currently for water disinfection and pharmaceutical production. We establish at least 20 years for phaseout.
2.)We will follow montreal protocal time-frames on CFC phaseout.
