Two things about this: 

(1) It will take tab time, but I think that the benefits outweigh the
costs here...ultimately I think that the benefit of community choice makes
it a preferable alternative.

(2) It won't take any extra time for teams to fill out the strike sheet.
People have to do that at nationals as it is to fill out strikes, being
allowed to mutually prefer folks shouldn't unduly burden anyone,
especially by the end of the year.
