Well not quite - actually they ruled that it is unconstitutional for the 
Fed gov to REQUIRE local police to do the background checks, but if the 
locals decide they want to, they can do the leg work on their own time and 
do the background check.  In other words you're still not completely free 
from the checks, although on the other hand, the SC has taken a bit of 
power away from the Fed Gov.
