Countries List vs. ASEAN

I'm just curious, if the topic commitee picks ASEAN does that include 
Cambodia, Laos, and Burma. Because the thing is, as far a what I've read these 
countires are not members, they only have observer status which means that 
they really aren't part of ASEAN. There is evidence that indicates that these 
countries wouldn't be topical. I think it could make for some interesting T 
debate however, I don't know if that is what the community wants. That is why 
I bring it up for discussion.
