For all of the topics that list the nations specifically, there is no need
to include the adjective "Southeast Asian." There is no Latin American
nation called Laos, for example.
I strongly prefer "ASEAN member nations," since it accomplishes the same
thing with a lot less verbiage. It's a minor gripe in this case, since
the net effect is the same in terms of the ground, direction, and size of
the topics.
I suppose there's nothing we can do at this point about the vague
"substantially change" and "substantially increase/decrease" term.
