I'm still foggy on how ASEAN counterplans are eliminated. First of all, I
thought that they were non-existent to begin with. The ASEAN is not an
organization of nations in the sense of the EU or NATO; the ASEAN has no
real enforcement power on its members. Secondly, I thought the whole
argument for including the ASEAN was to limit who the USFG 's foreign policy
would be towards, not for ASEAN to be the initial actor.
