One of the most frustrating things about debating the Mexico topic was
all the small cases that did not seem to matter in the broad context of
foreign policy. I believe this has been true in other "foreign policy"
topics. One of the possible definitions of foreign policy is that it is
the goals and values of a nation. Perhaps wording the resolution to
force a change in foreign policy and not in A foreign policy would
provide better debate. Perhaps a wording such as "Resolved: The US
should change its foreign policy goals toward SEA." or something along
those lines would work.
