The $100 million resolution



I've totally fogotten which -L this thread is on so I'm cross posting
it.

o Tim's proposal is:

Resolved: that USAID should decrease it's fiscal year 1998 financial
assistance programs to Cambodia, Indonesia and/or the Phillipines by
$100 million or more.

o What I like:

I like the fact that the actor is specified (and that USAID is an
independent federal agency). I like the fact that the time frame is
specified (no phasing out of aid over a period of time, have to decrease
the fiscal 1998 budget). I also like the fact that it's possible to get
ahold of the fiscal 1998 proposal fairly easily (as opposed to trying to
find and compile lists of us assistance programs in general). In general
I like the (at least on the surface) predictability of the resolution.

o What I'm not sure I like/Would like to consider more:

The dollar amount $100 million. I want to get ahold of (or have the
topic committee get ahold of) the fiscal 1998 proposal and look through
the program allocations and determine a number that way. A median
number, or a modal number or something along those lines.

The three countries: With a clearly specified actor, direction,
timeframe, and action I think it'd be ok to loosen up the target
countries a bit more.

The affirmative advantage ground: Well let's see... there is culutural
imperialism, Taoism good, democracy bad, human rights bad, Country X
backlash, US Budget trade off, Some-other-country-who-wants-to-give-aid
credibility/soft-power, leadership bad, Aid program X bad, third world
feminism, dependency (liberation theology in seasia, hrm)... I need to
think more about aff advantage ground I guess.

Structural Adjustment Programs: Yuck. Another year hearing about Grameen
trust. I'll live, I guess. And some of that stuff is probably coming
anyway. I wonder if I'll get to hear 'Top Sub' again. Hmm...
