I hope I'm not completely missing the boat on this issue....I never
thought that there was any advocation on the L's to make the ASEAN an
agent.  Nevertheless, I agree that the ASEAN will be a bad agent. 
However, let's not confuse this with meaning that we should disclude
"ASEAN" from the resolution.  I still think (and this has been beaten to
death already) that "Res.:  .....USFG ...towards....one or more member
nations of the ASEAN " is the best approach.
