ASEAN is poor agent choice




I believe that two factors make ASEAN a rather poor choice:

1) The subject/Object Distinction.  Fiat gets abusive when this is 
eroded.  I second everything that JP Lacy had to say.

2) Uh, Literature Check.  Most of the western literature, at least what 
I've looked through doesn't offer much in the way of comprehensive 
analysis of what should be done by foreign agents, simply because I don't 
have access to a Malaysian government documents depository.  I have 
access to a US and UN doc. depository.  I think this makes a world of 
difference. (Of course, that's not to say that I've seen much in the way 
of advocated US actions, but there's not much we can really do about that 
except for write a broad resolution mandating US action towards ASEAN 
nations, or change our minds and debate civil rights ;)  ).

Let's constrain the actor to the US or the UN.
