Yuri says-" if De-Regulation makes my Disad unique why cant I do it?"  
You can if you have evidence that indicates that doing the plan stops 
de-regulation from happening.  Then the counterplan is truly, I guess, 
mutually exclusive with the plan.  My problem is when teams just run 
positions that say ban all of a certain action, of which the affirmative 
is part of and then they run all their dis-ads that are "generic" and 
don't really link to the affirmatives as net benefits.  The perm is 
impossible, because you cant ban and not ban at the same time.(According 
to the negative.) Which forces a choice between the 2.

Yuri says, "Get some damn cards then that answer the position or the perm."
I say, that there is no literature that congers up all the scenarios that 
debaters invent up as possible combinations and exclusions of plans and 
counterplans.  That is in my 1st post.
