Is There Enough Linkage Ground and Literature



Writers from Emory and Utah express fears that there are not any cases
where it is advocated that the US condition existing aid or trade.  This
has spawned some backchannel trash talk about the general level of
research at these two fine programs--loose talk to which I would never add
my more discrete voice.

However, I have seen sources advocating that the USFG condition aid on
changes in family planning programs, and condition trade on better
compliance with CITES and on Indonesia's restraint in East Timor.  If
China is topical, the whole MFN debate would presumably be on point.  I've
only scratched the surface, and these are cases about CURRENT aid/trade.
