The concept: "Resolved, that the USFG should substantially change its
development assistance policy/ies toward one or more <ASEAN member-
nations/of the following nations: Brunei ...> in one or more of the
following areas:"

Possibilities for that last "one or more":

telecommunications
financial services
transportation
refugees
medicine
