SE Asia - A Recap For Those Not Following Closely
Here's a short recap of some of the issues going on in the SE Asia
discussion for those not following too closely.
1) What countries do we use?
The term 'Southeast Asia' in the literature varies to some degree
regarding what countries are included or excluded in the definition. Two
solutions have been proposed:
a) Use the phrase "...in one or more of the following: indoneasia,
brunei, laos..." and just list the countries.
b) Use the phrase ASEAN members (or ASEAN nations). ASEAN is the
Association of Southeast Asian Nations. The ASEAN member nations are
Indonesia, Malaysia, Philipines, Singapore, Thailand, Brunei Darussalam,
and Vietnam. Cambodia, Laos, and Myanmar will be added in 1997 (though
they had been previously accorded observer status).
2) What action do we want to take?
There is discussion about increasing/decreasing/eliminating: trade, aid,
development assistance. There are some suggestions to condition one of
the above in order to produce policy changes in SE Asia countries.
There has also been discussion about whether or not security issues
should be included in the topic. However, it should be noted that many
aid categories contain a military component. If the term 'non-military'
were included in the topic then ESF would (depending on how crafty
people get with definitions) most likely be eliminated.
There are also a lot of suggestion to pick a concrete word to provide
topic directionality. For example, many people would prefer not to use
the word 'change' and instead use 'decrease' or 'increase'. However, it
has been noted that even the terms 'decrease' and 'increase' can be
undermined. Stronger language such as 'eliminate' has also been
recommended.
3) What about Lemoine?
A consensus was reached that Lemoine should become a river guide in
Oregon.
4) What about the topic paper?
It's at debate central. Go get it.
