A fusion of a backchannel from the eponymous Gordon Mitchell and more
porch talk.

Resolved, that the USFG should link/condition <its/one or more> trade
and/or aid policy/cies toward one or more ASEAN nations to substantial
changes in their human rights practices <in one or more of the following
areas: criminal detention, right of assembly, religious freedom ...
etc.>

"Linking" and "conditioning" on changes in human rights practices can be
defined down to something specific <we think>, gives affirmatives a
defined cluster of solvency mechanisms that is nevertheless relatively
diverse, and human rights can either be left as is or further limited.
