SE Asia - Eliminate a policy
What about going in the opposite direction of the development/trade
topics of years past and select a topic requiring elimination of a
policy? I have two ideas:
Resolved: That the United States Federal Government should eliminate one
or more [of its] foreign aid programs to [or "toward"] one or more of
the following: Brunei, Cambodia, Indonesea, Laos, Malaysia, Myanmar,
Phillipines, Singapore, Thailand, Vietnam.
Resolved: That the United States Federal Government should restrict or
eliminate one or more [of its] foreign aid programs to [or "toward"] one
or more of the following: Brunei, Cambodia, Indonesea, Laos, Malaysia,
Myanmar, Phillipines, Singapore, Thailand, Vietnam.
The word "eliminate" seems to be a lot more firm than 'decrease'. Also,
'foreign aid' as a term. The second topic idea 'restrict or eliminate'
is a bit broader. It could also read 'condition or eliminate'.
The term "foreign aid program" would include development assistance and
Economic Support Funds (ESF is given to advance U.S. political
and security interests). The ESF inclusion with two limiters (eliminate
and the target countries) doesn't make the topic too unwieldly.
Ground may be a bit more predictable. There are a limited number of
foreign aid programs in existence so the fear of "give one more f-15 to
so and so" would be (at the least) reduced).
However, some of the countries on the SE Asia list might be mooted out
by an 'eliminate' topic. I recall reading (at some point) that we don't
give foreign aid to Singapore, for example.
Just some ideas.
