I agree that the verb/action phrase needs to be more specific than it has 
been in the past (MEXICO) as well.  However, I don't think it is  
mutually exclusive with a country limitation.  I debated the NDT Pac rim 
topic a few years back, and I think the country limitation worked pretty 
well.  I'm not sure that there is a valid reason NOT to limit the 
countries, all I've read is that other things are important, i.e. the 
action. Why not be clear and somewhat restrictive on the action and the 
countries.  That way teams can run winnable T args and have somewhat 
applicable case ev. early.
