On the issue of topic area focus: I like the idea of a drugs topic, though
it may be produce a plea of no contest by some teams. Maybe we should
think about mandatory sentencing, rights of the victim vs. rights of the
accused (a great topic in my mind), or the concept of forfeiture (the
historical and legal arguments for and against deodand practice or pretty
hot right now). Since this is going to be a policy (or quasi-policy) semester
let's leave the field broad enough that we can be topical and still run cases
of interest to the debaters (maybe we can learn something from the overly 
narrow wording of the covert ops in central america topic.) 
Hmmm... Now all we need to do is worry about counterplans... ;-)
