What??  What literature are you reading, Josh?  Development assistance is all 
over the place.  Also see "development aid" and "economic assistance".

Well, if you mean multinational lending institutions like the UN and it's 
sub-agencies, the World Bank and IMF, the Asian Development Bank, etc. then you 
seem to have stumbled on a.)solid counter-plan ground, or b.)solid disad link 
ground.  Why doesn't this help the negative, which is the point of your support 
for security assistance.  And do you really think there is more "artfull" 
literature in support of security assitance towards southeast asia than 
development aid to southeast asia?
