Res #2 isn't that good of a resolution.  THe NDT experience with secirty 
assistance was that it could be anything, therefore there still isnt a 
good limit.  #1 has predictable disad ground, predictable kritik ground, 
we have a couple of cases already... and will be better in the long run I 
think.

the human rights resolution is interesting enough.. we can run arms sales 
baretto.. thats security enough.  there just isnt real good security 
assistance literature for sea
