Uh, gee, you think that's an outlandish thought? Is it unreasonable to
imagine the President pushing an item to the backburner, even though he knows
its the right thing to do, for reasons dealing with his popularity? Uh gee, I
think we don't have to look any further than one of Clinton's first actions
as President - the no ask, no tell policy on homosexuals in the military.
Clinton reversed his actions due to public and legislative outcry. Of course
Presidents consider popularity....
