And yet something else.  The Constitution refers to DEBATE TOURNAMENTS, not
just CEDA tournaments.  CEDA, NDT, high school, etc. tournaments would count
against eligibility to debate (or to debate in a particular division) if one
debates in more than half of the prelim rounds.
