If he or she debates that fourth round of the six, he or she has "used" that

This is in the Constitution.

Thought of something else. Say there's a three round tournament. Once a
student debates that second round, she or he has debated "more than half" of
the rounds. According to the Constitution, that student has "used" a
tournament, and that tournament counts against the student's eligibility.
That's what the Constitution says, and that's how I'll interpret eligibility
questions.
