Re: CEDA lore for NDT Tournaments

I get the "four rounds is a tournament" thing from being told by Gary
Larson that a student can debate 3 rounds in a tournament without it
counting as a tournament for eligibility, but debating 4 rounds makes it a
tournament or not.
